Fiscal Impact/Change to Net County Cost: No change.  
Contract No. R970535-03 allocates $36,000 to El Dorado County for provision of Workforce Investment Act activities to specifically serve dislocated residential construction workers during the term July 1, 2008 through December 31, 2009.  Allocated revenues are included in the FY 2009-10 County Budget and are expected to cover all anticipated Program costs.
 
Background:
On September 7, 2005, the Golden Sierra Governing Board approved the establishment of El Dorado County as the first Consortium Operator under the Local Workforce Investment Act Program, effective July 1, 2006.  On November 8, 2005, the Board of Supervisors adopted Resolution No. 339-2005 authorizing an Amended and Restated Joint Exercise of Powers Agreement for Golden Sierra Job Training Agency(GSJTA), including a provision giving the JPA the ability to pass El Dorado County's share of funds to the County to enable the County to provide job training services.  The Golden Sierra Workforce Investment Board and their Governing Board approved the El Dorado/Alpine County Local Operator Business Plan on April 24, 2006 and April 26, 2006 respectively.  On June 20, 2006, the Board of Supervisors approved establishment of a budget and approved Human Services staffing for implementation of Workforce Investment Act Program activities effective July 1, 2006.  
 
Reason for Recommendation:
As an Area Partner Consortium Operator of the Golden Sierra Job Training Agency Consortium, El Dorado County uses the federal Workforce Investment Act funds to provide job training services, leverage additional federal and state funding and help strengthen the One Stop system whereby the multiple needs of El Dorado and Alpine County unemployed individuals and businesses can be met.  
 
On May 29, 2008 the Governor announced the award of $4.5 million in Workforce Investment Act (WIA) funds to nine California agencies as a result of the Construction Talent Transfer Solicitation for Proposals.  Sacramento Employment and Training Agency (SETA) partnered with a number of agencies and businesses to submit a successful proposal to create the Sacramento Regional Initiative in Construction and Transportation (SRICT) to help move workers laid off from residential construction into jobs requiring similar skills in public works and commercial construction.  The objectives of the SRICT include the retraining, placement and retention of dislocated residential construction and other workers in infrastructure, public works and alternative energy construction trades.  
 
On December 15, 2008 SETA entered into a retroactive agreement with Golden Sierra Job Training Agency (GSJTA), as a partner in the SRICT, to provide Construction Talent Transfer services to eligible dislocated workers in Placer, El Dorado and Alpine counties.
 
El Dorado County Department of Human Services received notice on February 9, 2009 from GSJTA that $36,000 would be its share of these funds.  The Department of Human Services requested that a contract be generated to receive these funds.  As Contract No. R970535-03 was not received from GSJTA until June 8, 2009, processing was expedited, and this Contract is submitted for retroactive execution.  
 
Action to be taken following Board approval:
Board Clerk to provide Human Services at Briw Road, with three (3) copies of Contract No. R9070535-02 signed by the Chairman.  Department will forward to Golden Sierra for final execution and return a fully executed copy to the Board Clerk.
