DISCUSSION / BACKGROUND
There has been interest in allowing food trucks on County property for community and/or employee events. After discussions with County Counsel, a determination was made that food trucks would fall under County Ordinance Chapter 5.10 - County Property Vending Licenses. While not all sections of the Ordinance are consistent with food truck vendors, County Counsel advised that a competitive process for food truck vendors should move forward and a license agreement be prepared before allowing food trucks on County property.

Initially staff was trying to meet a deadline for a community event at Animal Services and the decision was made to release the RFP parallel with preparing a Board agenda item. Due to COVID-19, the Animal Services event has been postponed but the County has seen an increased interest in food truck services on County property to serve the community. If the Board decides that food truck vending is not appropriate on County property, the RFP will be cancelled.

Procurement and Contracts has worked with County Counsel to create a sample license agreement that will be required for all successful respondents of the RFP prior to allowing food truck vending on County property. There are current requests from Human Resources and Animal Services for potential events that may include food truck service. These events will benefit both the community and County employees.
