Fiscal Impact/Change to Net County Cost: Expenses associated with this position are included within the Health Services Department's budget and supported by Public Health Realignment funding. There is no impact on Net County Cost.

Background: California Health and Safety code requires that each County shall have an appointed Public Health Officer. By law, the Health Officer is the local registrar for the Local Registration District (LRD) and is responsible for registration of certificates of birth, fetal death, and death events.

This critical position became vacant effective February 2009 and has been filled on an interim basis through a contract with Dr. Dean Kelaita.

After extensive recruitment, the Health Services Department has identified Olivia Kasirye, M.D. as an outstanding candidate for El Dorado County Health Officer. Dr. Kasirye brings a wealth of knowledge and background specific to Public Health, holding both a doctoral degree in medicine and a master’s degree in epidemiology. In recent years, Dr. Kasirye has been Medical Director for Sacramento County and has functioned as the Sacramento County communicable disease, tuberculosis and sexually transmitted diseases Controller. In addition Dr. Kasirye has provided medical direction for a variety of critical community health programs, including the Child Health and Disability Prevention (CHDP) and Maternal, Child, and Adolescent Health (MCAH) programs in Sacramento County.

Reason for Recommendation: California Health and Safety Code 101000 - 101010 requires that the County Board of Supervisors appoint the County Public Health Officer. Dr. Kasirye is a licensed physician in good standing with the Medical Board of the State of California. Dr. Kasirye's excellent c...
