Health Services Department recommending the Board receive and file report on domestic violence shelter-based programs for Fiscal Year 2008-2009.

Background:    California Welfare and Institutions Code 18305 (b) created the mechanism whereby counties may assess a portion of each marriage license fee and deposit those fees in a specially-designated fund to provide treatment services for victims of domestic violence.  The Health Services Department - Public Health Division currently maintains a Special Revenue Fund (SRF) to hold these fees; and the Department contracts with two (2) domestic violence service providers in El Dorado County (one on the West Slope and one in South Lake Tahoe).   The Department pays for treatment services from the SRF.
 
According to Welfare and Institutions Code Section 18300:  "An annual report shall be prepared by each domestic violence shelter-based program for submission to the county board of supervisors.  The report shall be made available to the public upon request, and shall include all of the following elements:  (a) The total number of persons requesting services of the domestic violence shelter-based programs.  (b) The number of persons served in the domestic violence shelter-based program, by each type of service provided.  (c) A description of the social and economic characteristics of persons receiving services, by type of service provided."
 
The Department now recommends the Board receive and file the Domestic Violence Shelter-Based program reports for FY 2008-09.
