Health Services Department recommending Chairman be authorized to sign Amendment V to Agreement 753-S0911 (689-PHD1207) with California Tahoe Emergency Services Operations Authority (“CAL TAHOE”) amending said Agreement to allow County to reimburse CAL TAHOE for procuring the services of a Certified Public Accountant (CPA) to perform annual audits of CAL TAHOE’s books and records.

Fiscal Impact/Change to Net County Cost:
Funding in the amount of $50,000 has been included in the FY 2009-10 budget for CSA 3 for this purpose.

Background:
CAL TAHOE has provided advanced life support and emergency dispatch services to the County via this Agreement since 2001.

An annual audit of CAL TAHOE’s books and records is required by the original Agreement; however, this requirement has been difficult to satisfy. It is in the interest of both parties for audits to be performed and the proposed Amendment V allows for CAL TAHOE participation in procuring audit services. Per the Amendment, CAL TAHOE may assist administratively in procuring a Certified Public Accountant within their operational budget and the County will provide reimbursement. Prior to CAL TAHOE procuring a CPA to conduct any annual audit, CAL TAHOE will confer with the Health Services Department and the County Auditor-Controller on requirements for the audit.

This Amendment V to Agreement 753-S0911 was presented to the Auditor-Controller for review and approval. Approval was received June 12, 2009.

Reason for Recommendation:
Approval of this Amendment V will allow the County and CAL TAHOE to procure a CPA and begin the audits.

Action to be taken following Board approval:
1. Board Chairman to sign three (3) original Amendments V to Agreement 753-S0911.
2. Board Clerk’s Office to return two (2) original Amendments V to the Department.
3. Department to mail one (1) fully executed Amendment V to Agreement 75...
