Fiscal Impact/Change to Net County Cost: No change.
Payments to First 5 El Dorado are made in arrears, subsequent to County receipt of payment from the State, and are based entirely on reported eligible activities.  $50,000 is included in the FY 2009-10 County Budget, an amount based on estimated FY 2008-09 activity levels.   
 
Reason for Recommendation:
The California Department of Health Care Services (DHCS) is responsible for administering the California Medi-Cal Assistance Program, of which Medi-Cal Administrative Activities (MAA) is a component.  The State is required to enter into cooperative arrangements with local government agencies (LGA's) to ensure the appropriate administration of the MAA Program, and the LGA (El Dorado County) may claim federal Medicaid matching funds for assisting the State in the proper and efficient administration of the Medi-Cal Program.  The Department of Human Services is responsible for coordination of the MAA Program within El Dorado County and invoices DHCS for eligible MAA activities performed and reported.
 
Several agencies operating in El Dorado County participate in the MAA Program, performing Medi-Cal outreach activities, assisting clients in applying for Medi-Cal and accessing Medi-Cal services, assisting the County in expanding these services and increasing access and availability of Medi-Cal covered services.  First 5 El Dorado will receive 80% of the federal funds received as a result of County invoices to the State.  Invoiced amounts reflect work done on behalf of El Dorado County.  The County retains a 10% Administrative Fee and a 10% Audit Reserve.  Contract 782-O0911 replaces the MAA contract with First 5 El Dorado that expired June 30, 2009.  The vendor-signed Contract 782-O0911 was received from First 5 El Dorado on July 20, 2009, is retroactive to July 1, 2009 and shall continue until terminated.
