Fiscal Impact/Change to Net County Cost:  No change.  
This funding was anticipated and included in the Department's FY 2009-10 budget.  There is no match requirement.
 
Reason for Recommendation:  
The Federal government has allocated CSBG ARRA funding to California.  The California Department of Community Services and Development (CSD) is responsible for administering U.S. Department of Health and Human Services Community Services Block Grant (CSBG) ARRA funding in California.  Due to requirements associated with Federal Stimulus funding that are passed along by the Federal Government to the State of California, then to the local jurisdictions, time has been and continues to be critical in preparing to expend this available revenue source.
 
The Department of Human Services (DHS) submitted a Local Plan to CSD on May 11, 2009 outlining how El Dorado County will use CSBG ARRA funding during the anticipated term of July 1, 2009 through September 30, 2011.  On June 2, 2009, the Board ratified the Director of Human Services' signature on the cover page of said Plan and authorized the Chairman to sign same for submittal to CSD.
 
The El Dorado County CSBG Recovery Act Local Plan presented a strategy to use the estimated $175,375 to retain administrative staff that provide support to a variety of low-income programs administered by the Department.  Outreach will be increased to ensure that community members most severely affected by the recent economic decline are connected with appropriate services to ensure that their basic needs are met and to assist individuals, families and the community in meeting their short and long-term economic and employment goals.  2.32 FTE existing administrative positions will be supported through the use of the ARRA funds, which is expected to avert the loss and ensure the retention of an equivalent number of staff that provide direct services to low-income individuals and families and are at risk of loss of employment due to the economic decline and reductions in available funding.
 
CSD plans to offer a grant contract once the State Legislature approves the release of funds.  DHS anticipates that, upon release of funds, CSD will send out the grant contract for signature with a return deadline that may not be accommodated within the usual or even emergency parameters of our local contract approval and Board Agenda process.  The Department is recommending that the Director of Human Services be authorized to execute the CSBG ARRA Contract with CSD and any amendments thereto up to the projected $175,375 allocation.  Adopting this Resolution will allow El Dorado County to return the initial executed CSBG ARRA grant contract and subsequent amendments, contingent upon approval by County Counsel and Risk Management, to CSD within the required timeframe to ensure receipt by El Dorado County of this resource.
 
Action to be taken following Board approval:
Board Clerk to provide Human Services at Briw Road with three (3) certified Resolutions.
Upon receipt of CSBG ARRA Contract from CSD, Human Services to obtain necessary approvals and execute and distribute contract as appropriate.
