Background: Development Services Department presenting a workshop on fire safety requirements for development projects.

Background: On March 15, 2009 the Board of Supervisors set a workshop to be held no sooner than July 27, 2009 to discuss fire safe standards and their effect on building permits and other development projects. Planning Services staff has worked with Building Services, Calfire, and representatives of two of the local fire districts to prepare the presentation.

The State Responsibility Area Fire Safe Regulations (FSR), 2007 California Fire Code (CFC), and the County Design and Improvement Standards Manual (DISM) each contain standards which apply to building permits, siting of manufactured homes, land divisions and other development projects. In some cases the standards are overlapping and occasionally differ from one set of standards to the other. The purpose of this presentation and workshop is to provide an overview of the standards and an opportunity to discuss and clarify the relationship to each set of rules to different types of projects in the County.

Development Services staff recommends that the Board direct staff to:
1. Enforce the fire regulations as currently being done as presented;
2. Continue working with Cal Fire and the local fire protection districts to implement the various standards in a comprehensive manner;
3. Incorporate standards presently being applied into the update to the DISM; and
4. Provide consistent information to the public regarding fire protection standards.
