Chief Administrative Office, Airports Division, recommending the Board provide grant award acceptance and approval of two $30,000 grants, one each for the Placerville and Georgetown Airports, as part of the Coronavirus Aid, Relief, and Economic Security Act through the United States Department of Transportation, Federal Aviation Administration, and authorize the Deputy Chief Administrative Officer, acting as department head for the Airports Division, to execute all associated documents, subject to review and approval by County Counsel.

DISCUSSION / BACKGROUND
The Coronavirus Aid, Relief, and Economic Security (CARES) Act (H.R. 748, Public Law 116-136), signed into law by President Trump on March 27, 2020, includes $10 billion in funds to be awarded as economic relief to eligible United States airports affected by the COVID-19 pandemic; more than 3,000 airports are designated to receive funds. The CARES Act provides support for continuing airport operations for airports that are part of the national airport system, including public-owned general aviation airports such as the Placerville and Georgetown Airports. These funds are intended to keep airports operating reliably and safely to serve the aviation industry, the traveling public, and to provide support for the national economy. Additionally, funds are intended to keep airport and aviation workers employed, and help keep airport credit ratings stable. Funds may be used for any purpose for which airport revenues may lawfully be used, following the Federal Aviation Administration’s (FAA) Policy and Procedures Concerning the Use of Airport Revenue Policy (Revenue-Use Policy). Grants are subject to audit to prevent improper payments. The FAA will be emailing grant applications to airport sponsors (the County), and upon receipt of signed grant applications, the FAA is expediting grant awards and encourages sponsors to spend funds expeditiously.
The attached budget transfer increases revenues and expenditures in each airport by the $30,000 grant amount as follows:
Budgeted revenues in the Placerville Airport Org need to be increased by $30,000 in Federal - Other, offset by an increase in Professional and Specialized Services in the amount of $30,000.
Budgeted revenues in the Georgetown Airport Org need to be increased by $30,000 in Federal - Other, offset by an increase in Professional and Specialized Services in the amount of $30,000.

FINANCIAL IMPACT
These grants provide additional funding to support airport operations with no requirements for reimbursement or the inclusion of local matching funds. There is no impact to the General Fund, and there is no Net County Cost associated with this item.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) Upon award of the FAA Grants, the Chief Administrative Office (CAO), Airports Division will forward the two FAA Grant Agreements to County Counsel for review and approval.
2) Upon County Counsel’s approval of the two FAA Grant Agreements, the Deputy CAO, or his designee, will execute the two FAA Grant Agreements and staff will send copies to the Clerk of the Board.
