DISCUSSION / BACKGROUND

The contract for the Placerville Airport - Taxiway Edge Lights Project (Project) was approved by the Board on September 11, 2018 (Item 19).  Construction was substantially completed on March 12, 2020.  Recordation of the Notice of Acceptance will start legal time frames for guarantees, a lien period, and return of retention monies.  Recordation of the Notice of Acceptance will also start the one-year (1-year) time frame for releasing the Payment and Performance Bonds to the Surety.

There is one Contract Change Order on the Project, which includes additional work that was approved to remove and replace in layers two types of rock in order to complete the installation of the new conduit, counterpoise, and base cans along the shoulders of the helipad area on the west end of the taxiway in the amount of $7,918.36.  The Contract Change Order also includes a decrease of $111,817.50 to balance the final material quantities used during Project construction, bringing the total Contract Change Order cost to -$103,899.14.

 

The costs listed in the Direct Construction Cost Summary above are estimates.  The Airports Division will be closing out the Project with the Contractor and finalizing costs over the coming weeks.  Any significant deviations from the estimates above that exceed the Chief Administrative Office (CAO), Airports Division’s, allocated authority will be brought back to the Board for review and approval in a subsequent agenda item.

 

ALTERNATIVES

The Board could choose to not follow the recommended actions in this Legistar item; however, doing so would make the County non-compliant with the Project’s Agreement and Contract Documents, previously approved by the Board.

 

PRIOR BOARD ACTION

The original Agreement was approved on the Consent Calendar on September 11, 2018, Item 19, Legistar file ID 18-1350.

FINANCIAL IMPACT

There is no change to Net County Cost associated with this item.  The anticipated direct construction cost is less than the direct construction budget established by the Board.  The Project was included in the adopted 2019 Capital Improvement Program, with funding provided by a Federal Aviation Administration Grant (90%), a State of California Department of Transportation Division of Aeronautics Grant (4.5%), and Accumulative Capital Outlay Funds (5.5%).

 

CLERK OF THE BOARD FOLLOW-UP ACTIONS

1) Following signature by the Board Chair, the Clerk of the Board will send the Notice of Acceptance to the Recorder/Clerk’s Office for recordation within ten (10) days and forward a copy of the recorded Notice of Acceptance to the CAO, Airports Division, to the attention of Sherrie Busby, Building C of the County Government Center.

2) One (1) year after the recordation of the Notice of Acceptance, the CAO, Airports Division, will verify that all warranty work, if any, has been satisfactorily completed and will notify the Clerk of the Board in writing to release the Payment and Performance Bonds to the Surety.
