Title

DISCUSSION / BACKGROUND:

On January 29, 2018, effective January 1, 2018, The California Department of Public Health awarded the El Dorado County Local Oral Health Program (LOHP) Grant #17-10689 (Grant) to the County of El Dorado Health and Human Services Agency (HHSA) for the purpose of providing activities that support the state oral health plan; build capacity at the local level for the facilitation and implementation of education, prevention, linkage to treatment, surveillance; and case management services in the community.

 

Under the LOHP Grant, HHSA executed a similar Agreement with El Dorado County Community Health Center (#3391, File ID: 18-1582, item 15) to purchase mobile dental equipment for the express purpose of expanding the mobile oral health prevention and treatment program in the County.  The program serves schools within the County and is at capacity. 

 

HHSA performed an informal bid solicitation in accordance with funding requirements, contacting eleven dental service providers throughout the County for their interest and qualifications to provide preventative services to EDC Medi-Cal recipient children if provided with the funds to purchase mobile/portable dental equipment.  A Westfall Dental Corporation (AWDC), located in South Lake Tahoe, was selected to receive Grant funding.  AWDC is a community partner that currently operates a dental clinic serving El Dorado County.

 

Additionally, AWDC serves as a participant on the LOHP advisory committee; assisted with execution of the County’s oral health improvement plan; and helped establish a communication framework for oral health partnerships within the County.

 

Funding-Out Agreement 4115 (Agreement) with AWDC was approved by the Board of Supervisors on August 9, 2019 (File ID 19-0971, No. 8).  The purpose of the Agreement is to reimburse AWDC for the purchase of dental equipment and supplies to further its capacity to provide services to the underserved in the rural populations of the County.  As AWDC is a small business, it has not been able to bear the entirety of purchasing all of the items and then wait for reimbursement.  Proposed Amendment 1 extends the termination date to June 30, 2021, thus allowing AWDC additional time to purchase the items and supplies.

 

ALTERNATIVES:

Should the Board decline to authorize Amendment 1 to this Funding-Out Agreement, the Agreement will expire on June 30, 2020.  A Westfall will not be able to purchase the remaining items listed in the Amendment and it will take longer to expand their mobile dental program and further impacting the underserved in the rural populations in the County.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient Grant funded appropriations are included in the Fiscal Year 2020-2021 Budget.
