Health and Human Services Agency (HHSA) recommending the Board:
1) Recognize and acknowledge New Morning Youth and Family Services for the valuable services it has provided to the children and youth of El Dorado County since 1970; and recognize David Ashby upon his retirement from New Morning Youth and Family Services (NMYFS) after 23 years as Executive Director;
2) Approve and authorize the Chair to sign a Proclamation recognizing and commending NMYFS and David Ashby; and
3) Approve and authorize all Supervisors to sign a Certificate of Recognition for David Ashby.

DISCUSSION / BACKGROUND:
Upon his retirement, after 23 years as Executive Director of New Morning Youth and Family Services (NMYFS), HHSA commends David Ashby and NMYFS for providing counseling of high-risk youth, therapeutic counseling, alcohol and drug counseling, parenting classes, Latino outreach, specialty mental health services, prevention and early intervention programs, shelter services, and group home services. Hundreds of children and families benefited from said services, and HHSA commends and appreciates the outstanding commitment to the children and youth of El Dorado County.
