Title

Health and Human Services Agency recommending the Board:

1) Adopt and authorize the Chair to sign Resolution 107-2020 thereby delegating authority to the Health and Human Services Agency (HHSA) Director, on behalf of the County, to accept Agreement 20F-3648 (Agreement) to be issued by the California Department of Community Services and Development for COVID-19 activities, in the amount of $394,410, for a term of July 1, 2020 through May 31, 2022;

DISCUSSION / BACKGROUND:

On March 27, 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act, which includes $1 billion in supplemental Community Service Block Grant (CSBG) funds for states to prevent, prepare for, or respond to COVID-19. 

 

As of June 4, 2020, The Department of Community Services and Development (CSD) has not yet issued the Agreement.  Through their webinar, CSD proposed the following potential uses for the funds:

 

Housing: 

Short term housing rentals, rental payments, mortgage payments, hotel vouchers, utility payments, and housing placements.

 

Health:

Health care screening, mental health counseling, health screenings for staff (e.g. temperature checks).

 

Employment:

Pre-employment physicals and background checks, employment counseling, job placement, distance vocational training, distance employment readiness training, employment supplies (e.g., personal protective equipment).

 

Food Assistance:

Food distribution, food delivery service for elderly and/or disabled.

 

Education:

Essential worker childcare support, school supplies (i.e., for distance learning), tutoring/mentoring, distance summer-education programs, distance pre-school/school/ college readiness programs.

 

Emergency Services:

Assistance accessing TANF, DNAP, and other government programs, transportation subsidy, gift cards, micro business loans, water, sewer, garbage, utility assistance.

 

Supplies and Equipment:

Hygiene boxes, personal protective equipment, household cleaning supplies, supply delivery service for elderly and/or disabled, vehicle lease/vehicle purchase for mobile outreach, retrofit of agencies.

 

ALTERNATIVES:

Disapproval of the Resolution will mean that County will decline the funding and not provide the described COVID-19 related activities.

Approve as recommended.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with the Agreement to which this Resolution is connected.  Sufficient appropriations will be included in the Fiscal Year 2020-2021 Budget and in future Budgets.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain the Chair’s signature on one (1) original of the Resolution.

2) Clerk of the Board to return one (1) certified Resolution to Health and Human Services Agency, Contracts Unit, 3057 Briw Road.
