Information Technologies Department recommending the Board:
1) Authorize the County to continue utilizing the competitively bid U.S. Communities Agreement 4400006644 with Insight Public Sector, Inc. for the purchase of Amazon cloud storage solutions (County agreement 2191); and
2) Authorize the Purchasing Agent to increase the Not-to-Exceed amount for Agreement 2191 by $75,000, from $60,000 to $135,000, for cloud storage through April 30, 2021, with no change in the agreement term.
FUNDING: General Fund with partial recovery from the A-87 Cost Plan.

DISCUSSION / BACKGROUND
On September 20, 2016, the Board approved the use of U.S. Communities Agreement 400006644 with Insight Public Sector, Inc. for the purchase of Amazon cloud storage solutions with a Not-to-Exceed amount of $20,000 (Legistar #16-0874). On April 30, 2019, the Board approved the extension of the Agreement to April 30, 2021, (Legistar #19-0624) and an increase to the Not-to-Exceed amount to $60,000.
The increase in usage of cloud storage can be attributed to a few factors, including new County systems being brought into the environment, in addition to maintaining existing systems. Additionally, some system implementations have taken longer than originally expected, increasing the need for cloud storage, however the migration from the legacy backup solution to the Rubrik data protection and backup services (Legistar 20-0092, 1/28/20) has resulted in more efficient and comprehensive data backup/restore processes that protect County data in the cloud. Ongoing costs are expected to gradually increase as the County's data backup needs naturally increase.

There are no feasible short-term alternatives to continuing to utilize Amazon cloud storage services.

FINANCIAL IMPACT
The increase of $75,000 will cover services through the expiration of the Agreement on April 30, 2021, and is consistent with the amount included for this service in the Fiscal Year 2020-21 budget recommendation.
