DISCUSSION / BACKGROUND
PG&E has reached out to the County with the desire to partner in connection with a Public Safety Power Shutoff (PSPS) event. The attached license agreement allows PG&E use of the community building located at Pioneer Park to establish an indoor community resource center (CRC) in the case of a PSPS event. PG&E will contact the County prior to using this site to confirm availability. PG&E will provide the County with $250 a day which should cover fuel for the generator located at Pioneer Park. The term of the agreements is for approximately ten years from August 5, 2020 thru December 30, 2030.
The Department is recommending that the Board find that this license agreement is in the public interest due to the valuable service offered to the public in the event of a Public Safety Power Shutdown and that the agreement will not substantially conflict with the County's use of the property.
On May 19, 2020, Legistar item 20-0608, the Board approved two additional license agreements with PG&E for CRC's in the parking lot of Pioneer Park and in the parking lot of the Main Library in Placerville. The attached license agreement is for use at the hardened indoor building at Pioneer Park vs. a tent set up in the parking lot.
ALTERNATIVES
The Board could not approve the agreements and PG&E would be unable to open a CRC at this site.
