Health and Human Services Agency recommending the Board of Supervisors, acting as the governing body for the Public Housing Authority:
1) Delegate authority to the Director of Health and Human Services Agency to apply for and accept US Department of Housing and Urban Development Family Self-Sufficiency Program Funding for the period January 1, 2021 through December 31, 2021, in the amount of $59,902 in support of the Public Housing Authority program; and
2) Delegate authority to the Director of Health and Human Services Agency to execute any funding agreement or request for the distribution of funding, including any extension(s) or amendment(s) thereto, contingent upon County Counsel and Risk Management Approval.

DISCUSSION / BACKGROUND
The US Department of Housing and Urban Development (HUD) issues funding to Public Housing Authorities for the provision of HUD’s Family Self-Sufficiency (FSS) program, which supports HUD’s goal of increasing economic opportunity for HUD-assisted families. The Notice of Funding Availability was released by HUD on July 21, 2020. Health and Human Services Agency (HHSA) staff immediately began processing this agreement for the next available Board agenda, as the application for funding for calendar year 2021 is due on August 20, 2020.
The El Dorado County Public Housing Authority has received FSS funding for multiple years and uses this funding to pay for a personnel position within the PHA that provides services to the eligible families, consistent with the intent of the program.
In prior years, Board authorization for the application for and acceptance of this funding has been included as a part of a resolution for continuous funding, most recently approved through Resolution No. 084-2020, approved by the Board on May 19, 2020. However, FSS funding was not included in this year’s resolution due to changes in the HUD processing requirements from the prior application period, which resulted in uncertainty over whether the funds would be received.
ALTERNATIVES
Should the Board decline to approve these recommendations, the County would not receive FSS funding for the permanent position currently serving within the PHA, and as a result, the County would need to determine alternative funding for the position that had historically been funded using the FSS grant monies.

FINANCIAL IMPACT
There is no Net County Cost associated with this Board item. Funding made available through the FSS program will result in an allocation of $59,902 in federal dollars that do not require a County match.
