DISCUSSION / BACKGROUND:
Chief Administrative Office (CAO) is recommending the Board approve and authorize the Chair to sign the proposed agreement with North Tahoe Fire Protection District (North Tahoe) for a three-year period beginning on September 1, 2020. North Tahoe provides ambulance services within the West Shore zone of County Service Area 3. The County bills for the services and remits 93% of actual collections to North Tahoe. In addition, the special tax revenue collected within the zone is remitted to North Tahoe as payment for the services they provide. There are no substantive changes from previous years' agreements.

The Board has previously determined that in accordance with County Ordinance Section 3.13.030, it is more economical and feasible to engage an independent contractor for ambulance transportation due to special skills and qualifications of the Contractor’s personnel involved in the performance of the work, lack of qualified County employees to perform the work, and that the Contractor will provide equipment, materials, facilities, administration or support services related to providing work that may not be feasibly provided by the County.

ALTERNATIVES:
Should the Board decide not to approve the agreement, there would be a lapse of service in the CSA No. 3 Tahoe West Shore area.
