DISCUSSION / BACKGROUND

On April 2, 2019, the Board approved Agreement for Services No. 3777 with Tri-Signal Integration, Inc. for a term of three years and a not-to-exceed amount of $200,000.  Services provided under this agreement include the inspection and certification of various fire suppression systems, including sprinkler systems, kitchen hood systems, and fire extinguisher systems as is legally required by code. 

 

The contract provides for routine services along with as-needed maintenance and repair services to address any deficiencies discovered during a routine inspection.  Based on use since April, 2019, a recent cost projection identified approximately $198,000 in total expenditures through the term of this contract, leaving very little available for anything significant and unforeseen.  While it’s unknown if this trend will continue the Division seeks to be proactive and increase compensation by $100,000 for a revised not-to-exceed amount of $300,000, to ensure any unforeseen maintenance and repair issue may be addressed rapidly.  There are no other changes to this agreement.

 

The Division does not anticipate utilizing all $300,000 of the contract value and at no time will the Division exceed their annual budgeted appropriations approved by the Board of Supervisors.

 

In accordance with chapter 3.13, Section 3.13.030, the Board is also being asked to make findings that it is it is appropriate to contract out for the necessary services as the work is not expressly identified in County job classifications and requires specialized certifications. Additionally, the contractor will provide the equipment, tools, and materials related to providing the work that may not be feasibly provided by the County.

 

ALTERNATIVES

The Board could decline this amendment and the Division may have limited ability in addressing a problem in a building’s fire, life and safety system.

FINANCIAL IMPACT

There is no change to Net County Cost. Sufficient appropriations have been budgeted for in the Division’s current fiscal year operating budget and will be budgeted for in future years.
