DISCUSSION / BACKGROUND:

In accordance with Resolution 221-2018, adopted and approved by the Board of Supervisors on October 16, 2018 (File ID: 18-1522), the Health and Human Services Agency, designated as the Administrative Entity on behalf of the El Dorado County Opportunity Knocks Continuum of Care (COC), responded to the California Department of Housing and Community Development (CDHCD) Notice of Funding Availability (NOFA) for the California Emergency Solutions and Housing (CESH) Program issued August 15, 2018.  The application resulted in the award to the County of Grant #18-CESH-12458, in the amount of $474,717.  Standard Agreement #18-CESH-12458 was fully executed on August 5, 2019 and received by Health and Human Services Agency (HHSA) on September 6, 2019.

 

On October 10, 2019, the Board of Supervisors approved Agreement #4212 with Tahoe Coalition for the Homeless to provide Coordinated Entry Services to the El Dorado County Opportunity Knocks Continuum of Care (CoC) for the term upon execution through September 30, 2020, in the amount of $121,947.

 

On May 5, 2020, the Board of Supervisors approved and ratified the signature of the Chief Administrative Officer (CAO) on Amendment 1 to Agreement 4212 with Tahoe Coalition for the Homeless.  Amendment 1 increased the sub-award amounts from the CESH-2018 and CESH-2019 grants, and incorporated the COVID-19 Emergency Funding to provide Case Management services in support of non-congregate shelter in hotels.   Project Roomkey is the State program to secure hotel rooms for the placement of medically vulnerable homeless in non-congregate shelter (NCS), which is the basis for the non-congregate shelter program in El Dorado County.

 

The Health and Human Services Agency (HHSA) initially identified COVID-19 Emergency Funding as the source for Case Management services in the NCS program.  However, as the NCS services continue, and the COVID-19 Emergency Funding terminates on 12/31/20, it has become apparent that the language in the agreement needed to be modified to allow for use of various funding sources, not just COVID-19 Emergency Funding.

 

HHSA is now recommending the Board approve Amendment 2 to Agreement 4212 to expand possible funding sources for NCS Case Management services.

 

ALTERNATIVES:

The Board could decline to approve Amendment 2, in which case HHSA would be limited to COVID-19 Emergency Funding for Case Management services.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Board item.  All funding in the Agreement 4212 is through grant funding, including CESH-2018, CESH-2019, and COVID-19 as well as other potential homelessness funding sources.
