DISCUSSION / BACKGROUND
On March 18, 2020, the Governor of the State of California executed Executive Order N-32-20 declaring that the COVID-19 emergency required a focused approach that would include emergency protective measures to bring “unsheltered Californians safely indoors, expand shelter capacity, maintain health and sanitation standards and institute medically indicated interventions” to slow the spread of the pandemic.
In response to this rapidly changing situation, the Health and Human Services Agency and Chief Administrative Office are recommending the Board adopt the attached Resolution, thereby delegating authority to the Chief Administrative Officer, to execute agreements and authorize appropriate expenditures pertaining to COVID-19 testing of individuals in the County of El Dorado. These services will also cover testing required by the El Dorado County Office of Education.
Due to the need to get services in place as soon as possible and with no regular Board meetings between September 1, 2020 and September 22, 2020, the Chief Administrative Office and Health and Human Services Agency is requesting flexibility to allow the Chief Administrative Officer to sign agreements and amendments related to the COVID-19 public health emergency. Any agreements or amendments signed by the Chief Administrative Officer will be brought back to the Board within 30 days of execution for approval and ratification.
ALTERNATIVES
The Board could choose not to authorize the Chief Administrative Officer to sign these agreements which would then require the agreements to go to the Board for approval which will delay the process; impact public safety and possibly result in a loss of CARES act funding.

There is no financial impact to this action. Funding for these contracts is included in the CARES Act Spending Plan adopted by the Board on August 4, 2020.
