Fiscal Impact/Change to Net County Cost: No change.  
Contract No. K074139-01 allocates $1,063,112 to El Dorado County for continued provision of Workforce Investment Act Program activities during the term July 1, 2009 through June 30, 2010.  $1,135,000 in revenues and corresponding appropriations is currently budgeted for FY 09-10 WIA activities. This amount will be increased through the budget addenda process to accommodate higher than anticipated regular and augmented WIA allocations, including Construction Talent Transfer, State Economic Stimulus and ARRA funds.     
 
Background:
On September 7, 2005, the Golden Sierra Governing Board approved the establishment of El Dorado County as the first Consortium Operator under the Local Workforce Investment Act Program, effective July 1, 2006. On November 8, 2005, the Board of Supervisors adopted Resolution No. 339-2005 authorizing an Amended and Restated Joint Exercise of Powers Agreement for Golden Sierra Job Training Agency(GSJTA), including a provision giving the JPA the ability to pass El Dorado County's share of funds to the County to enable the County to provide job training services. The Golden Sierra Workforce Investment Board and their Governing Board approved the El Dorado/Alpine County Local Operator Business Plan on April 24, 2006 and April 26, 2006 respectively.  On June 20, 2006, the Board of Supervisors approved establishment of a budget and approved Human Services staffing for implementation of Workforce Investment Act Program activities effective July 1, 2006.  
 
Reason for Recommendation:
As an Area Partner Consortium Operator of the Golden Sierra Job Training Agency Consortium, El Dorado County uses the Workforce Investment Act funds to provide job training services, leverage additional federal and state funding and help strengthen the One Stop system whereby the multiple needs of El Dorado and Alpine County unemployed individuals and businesses can be met.  
 
Annual Local Workforce Investment Act (WIA) funding is awarded to GSJTA in two separate allocations, then allocated among Consortium Area Partners.  The WIA allocation funds employment related services to adults, dislocated workers and youth.  The Rapid Response award provides services to local business that may be facing layoffs or closure.  Local WIA Rapid Response awards were announced by the State Employment Development Department on 8/5/09, and GSJTA has yet to announce distribution of this allocation among the Area Partners.  
 
Contract No. K074139-01 is submitted for retroactive execution as it was not received from GSJTA until July 30, 2009, and processing was expedited.  $1,063,112 is currently allocated to the El Dorado Consortia under this Contract to provide Workforce Investment Act services in El Dorado and Alpines Counties to adults, dislocated workers and youth during FY 2009-10.  The amount of the El Dorado Consortia Rapid Response allocation distribution is yet to be determined by GSJTA.  Once El Dorado County's final funding allocation is determined, GSJTA will issue a funding allocation letter notifying the County of the amount of the Rapid Response allocation associated with this Contract.  To avoid further delay, Contract No. K074139-01 is being submitted for execution without the final Rapid Response funding allocation.  It is anticipated that El Dorado County's share of GSJTA's Rapid Response funding would to be $100,000, which is approximately 40% of the State's Rapid Response allocation to GSJTA.  
 
Action to be taken following Board approval:
Board Clerk to provide Human Services at Briw Road, with three (3) copies of Contract No. K074139-01 signed by the Chairman.  Department will forward to Golden Sierra for final execution and return a fully executed copy to the Board Clerk.
