Fiscal Impact/Change to Net County Cost:  Grant funding in the amount of $209,000 from the California Department of Parks and Recreation, with matching funds in the amount of $75,674 from the State Off-Highway Vehicle License Fees.  There is no Net County Cost.

 

Background: The Grants and Cooperative Agreements Program of the California Department of Parks and Recreation, Off-Highway Motor Vehicle Recreation Division provides financial assistance to cities, counties, districts, federal agencies, state agencies, educational institutions, federally recognized Native American Tribes, and nonprofit entities to help with the management of off-highway vehicle recreation. The Program supports the planning, acquisition, development, maintenance, administration, operation, enforcement, restoration, and conservation of trails, trailheads, areas, and other facilities associated with the use of off-highway motor vehicles, and programs involving off-highway motor vehicle safety or education.  In 2009, $27.1 million was made available through the Program in four funding categories: education and safety, law enforcement, operations and maintenance, and restoration.  In February of 2009, the Department of Transportation submitted applications for development, ground operations, planning and education projects on the Rubicon Trail.

Reason for Recommendation:   Board of Supervisors approval of the Program Agreements will facilitate funding for Rubicon Trail projects as follows:

 

1) Development in the amount of $74,700, grant $55,000 with a match of $19,700, Project Agreement G08-03-06-D01.

2) Ground Operations in the amount of $157,434, grant $115,000 with a match of $42,434, Project Agreement G08-03-06-G01.

3) Education in the amount of $52,540, grant $39,000 with a match of $13,540, Project Agreement  G08-03-06-S01.

 

On April 23, 2009, El Dorado County was issued a Cleanup and Abatement Order from the Central Valley Regional Water Control Board.  Whereas there are many elements to this order, the projects funded by the grants, as detailed below, will assist the County in complying with the order.  The details are as follows: 

 

1)                     The Development Grant will fund installation of a double vault waterless restroom facility in the vicinity of the Ellis Creek crossing adjacent to the Rubicon Trail. 

2)                     The Ground Operations Grant will support OHV related Ground Operations on the El Dorado County portion of the Rubicon Trail.  Activities include purchase of a rubber-tracked dump vehicle, trail maintenance, restroom maintenance, trash disposal, and installation of trail markers.

3)                     The Education/Outreach Grant efforts to users of the Rubicon Trail.  Activities include conducting a market research focus group and preparing a report of findings; volunteer training; and production of OHV education materials for kiosks, website and map/brochures.

 

Delegtion of signature is requested for the Director of Transportation to facilitate processing of the Agreements and any future amendments that do not change the dollar armount of the Agreements subject to review and approval by County Counsel. 

 

Action to be taken following Board approval:

1)                     Authorize the Director of the Department of Transportation to sign the five (5) originals of the grant agreement and any future amendments.

2)                     Department of Transportation to forward originals to the State Parks and Recreation, Off-Highway Motor Vehicle Division for full execution.
