Fiscal Impact/Change to Net County Cost:  The not-to-exceed amount of this Agreement is $480,000.  There is no Net County Cost associated with this Agreement.
 
Reason for Recommendation:  Crestwood Behavioral Health, Inc. has been providing long-term, 24-hour care and treatment to seriously mentally ill County adults (18 and older) for over eight years.  Crestwood has a number of locations throughout northern California offering various types and levels of care, based on the client's needs.
 
Most clients placed in Crestwood facilities have been found by the courts to be gravely disabled due to a mental disorder and placed on an LPS Conservatorship.  When it is necessary to place clients in a Crestwood treatment facility, the Health Services Department's Mental Health Division is financially responsible for the placement and mental health treatment costs.  To meet this need, Crestwood offers a variety of treatment centers providing clinically appropriate services.  Rates vary at the different Crestwood facilities; however, even the highest level/highest cost treatment facilities are significantly more cost effective than use of State Hospitals.  In recent years, El Dorado County has had no State Hospital placements.  The number of placements in Crestwood facilities varies, but we normally have fewer than fifteen placements at any time.  The Mental Health Division has been successful in maintaining clients in the lower cost Crestwood facilities.
 
In accordance with Section 7.10 of the Procurement Policy, the Purchasing Agent has determined that it is appropriate to dispense with outside review of this vendor's qualifications as the Department is satisfied with the services previously received from Crestwood and additionally, the Department contracts with multiple vendors to provide similar services.
 
Renewal of this contract will allow the continued use of Crestwood's facilities for seriously mentally ill adults who are in need of 24-hour residential care and treatment at various levels.
 
This agreement covers the period from July 1, 2009 through June 30, 2010. The agreement is retroactive due to delays in obtaining new FY 09-10 rates from the vendor.  There were also changes needed to the agreement after the vendor had initially signed due to reorganization and renaming of one of the facilities the vendor operates, as well as an adjustment to the not-to-exceed amount.  This resulted in the need to obtain the vendor's approval of these changes prior to scheduling for Board approval.
 
Action to be taken following Board approval:
1.      Chairman to sign two (2) original Agreements.
2.      Board Clerk's Office to return one (1) original Agreement to the Health Services Department, Mental Health Division.
3.      Mental Health Division to distribute as appropriate.
