DISCUSSION / BACKGROUND

The Division has received a supplemental award of Hospital Preparedness Program grant funding in the amount of $131,652 to support the preparedness and response activities of hospitals, health systems, and health care workers, including the identification and assessment of COVID-19 patients.

 

The Division is recommending to allocate funding to the El Dorado County Community Health Center for the purchase of COVID-19 rapid test systems and supplies to conduct COVID-19 testing, receive rapid and reliable results and distinguish between COVID-19 illness from other respiratory illnesses that typically occur each fall/winter (e.g. flu, strep, etc.). The COVID-19 rapid test systems will benefit the community and health partners, including Community Health Center patients, Public Health, schools, etc. 

 

On August 4, 2020 (Legistar #20-1013), the Board authorized the Chief Administrative Officer to execute funding agreements with outside agencies for the disbursement of CARES Act funding. A standard CARES Act funding agreement has been approved by County Counsel and is in current use. This standard agreement will be modified for use with Hospital Preparedness Funds.

 

The Division anticipates allocating funding to additional outside agencies and healthcare partners, including Marshall Medical Center and Barton Healthcare System. The division is requesting authorization to utilize the standard agreement for the disbursement of additional Hospital Preparedness Program funds, contingent upon funding availability.

 

ALTERNATIVES

The Board could direct that grant funding be used for other purposes.

FINANCIAL IMPACT

The agreement will have no General Fund impact. The agreement will utilize the COVID-19 Hospital Preparedness Program Supplemental Funding. The grant requires no matching funds.
