Body

DISCUSSION / BACKGROUND:

Pursuant to Item 2240-102-0001 of Section 2.00 of the Budget Act of 2020, (Chapter 6 of the Statutes of 2020) and Chapter 11.7 (commencing with Section 50807) of part 2 of Division 31 of the Health and Safety Code, the Department of Housing and Community Development (HCD) shall allocate $8 million in funding to counties for the support of transitional housing to help young adults aged 18 years and up to 25 years secure and maintain housing, with priority given to young adults in the foster care system.  The County may use the funding to identify and assist housing services for this population; assist this population to secure and maintain housing (with priority given to those in the state’s foster care or probation system); improve coordination of services and linkages to community resources within the child welfare system and the Homeless Continuum of Care; and provide engagement and outreach and targeting to serve those with the most severe needs.

On July 27, 2020, the Health and Human Services Agency (HHSA) was offered the opportunity to accept Round 2 of the funding for HCD’s Transitional Housing Program (THP) as described above.  The THP Allocation Acceptance forms for Round 1 were signed by the Director of HHSA via Resolution 083-2020 (File ID 20-0523, Item No. 9) approved by the Board on May 12, 2020, submitted to HCD on April 6, 2020, and accepted by HCD on April 7, 2020. (Due to the COVID-19 Public Health emergency, HCD authorized submission of the acceptance forms prior to the receipt of the approved Resolution.)

This additional Resolution authorizes the Director of HHSA to accept the funding for Round 2 of the THP Allocation, due to be submitted to HCD by November 12, 2020.

The allocation methodology considers each county’s percentage of the total statewide weighted average of youth in Foster Care, and homeless unaccompanied young adults.  Estimated allocation for THP is anticipated to be $32,000.  The final amount will be determined by the State.

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA will not be awarded Round 2 of the funding for a transitional housing program to help secure and maintain housing for young adults in the foster care system aged 18 years and up to 25 years of age.
