DISCUSSION / BACKGROUND
The Georgetown Divide Recreation District (District) has used the Greenwood School House for recreational and educational services for over 11 years. The sole access point to that school house is a narrow alley called School Alley. In August, one of the property owners of a neighboring parcel had their property surveyed and, based on that survey, constructed a fence that now makes it impossible for vehicles to use the school alley to access the Greenwood School House.

The Department of Transportation (Department) owns a yard on a neighboring parcel to the Greenwood School House. The Department has, over the years, intermittently allowed the District to use that yard to access the Greenwood School House for events.

However, given the current situation, the District has requested that the County grant the District a license to use the yard to access the Greenwood School House until a more permanent means of access to the schoolhouse can be secured by the District. This License Agreement was drafted by County Counsel in consultation with the Department and the District. This License Agreement is not intended to be a permanent fix but is instead meant to provide the District, as well as the Divide community who rely on the District, access to the Greenwood School House until the District can secure permanent means of access to the District.

ALTERNATIVES
The Board could choose to not approve this item and the District and the Divide community will not be able to access the Greenwood School House.
