DISCUSSION / BACKGROUND
Title IV-E of the Social Security Act (Title IV-E) allows local governments to claim partial reimbursement for specified activities undertaken for youth in foster care, youth at risk for removal from their homes, and youth in general. Claims are based on time studies completed for each calendar quarter.

Justice Benefits, Inc, (JBI), provides professional assistance specific to Title IV-E administrative claims, time study software, and assists in exploring new state funding opportunities for the Probation Department through Agreement 4026 with a contract term of August 14, 2019, through August 13, 2021.

Since Board approval is needed for amounts exceeding the Purchasing Agent’s authority, this request is to approve and sign this Amendment I to increase the compensation to a not-to-exceed total of $100,775 to cover remaining quarterly charges through to August 13, 2021.
