Title: Health and Human Services Agency recommending the Board consider the following: 1) Approve and authorize the Chair to sign Amendment 1 to Emergency Occupancy Agreement 4854 with Kayna Westley, LLC Best Western Stagecoach Inn for the provision of emergency occupancy, allowing a lower daily rental rate, and extending the term through December 31, 2020, with the option to extend the term month-to-month thereafter; 2) Find that in accordance with County Ordinance Section 3.13.030 B, the scope of work through this Occupancy Agreement 4854 A1 requires specialty skills and qualifications not expressly identified in County classifications; and 3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Emergency Occupancy Agreement 4854 A1 including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management. DISCUSSION / BACKGROUND:
On April 24, 2020, on behalf of HHSA and pursuant to Resolution 062-2020, the Chief Administrative Officer executed Agreement 4854 with Kayna Westley, LLC, Stagecoach Inn to use the premises to house and care for persons including those who have been diagnosed with COVID-19 but do not require hospitalization for the illness, persons who must be isolated or quarantined because they have been exposed to COVID-19, and other at risk persons.

This Agreement was made pursuant to the Governor’s State of Emergency Proclamation dated March 4, 2020, Executive Order N-25-20, and other Executive Orders related thereto, in response to COVID-19, and is directly related to that emergency and necessary for the preservation of public health and safety.
