DISCUSSION / BACKGROUND:

The current Chief Fiscal Officer (CFO) of the Health and Human Services Agency (HHSA), has submitted notice effective January 29, 2021.  This top fiscal position in the Agency requires extensive knowledge of Agency, County, State and Federal processes and procedures.  To ensure the best opportunity for successful transition of duties and institutional knowledge, HHSA is requesting the Board to approve a sixty (60) day overlap for training and transition.

 

El Dorado County Personnel Rules, Part 11-Appointments, Section 1106-Training/Transition Overlap allows for the Chief Administrative Officer and Director of HR to approve requests for a thirty (30) day transition and training overlap.  However, due to the complexity of the CFO duties and sheer scope of services within the Agency, HHSA is requesting the Board approve a 60-day transition period.

 

ALTERNATIVES:

Should the Board decline the request for a 60-day overlap of the CFO position to provide sufficient time for training and transition, HHSA would have less opportunity to ensure the new CFO be fully versed in this complex position.

FINANCIAL IMPACT:

There is no impact to Net County Cost associated with this Board item.  The estimated cost for up to 60 days is $26,000 for the training/transition overlap; this cost will be covered by salary savings within the Administration and Finance Division of HHSA.
