Clerk of the Board recommending the Board retroactively approve and authorize the Purchasing Agent, or designee, to sign the Agreement for Services 5303 with Barbara Kavanaugh, doing business as BK Consult, for a term beginning on October 28, 2020 through April 30, 2021 in the amount of $4,000.

DISCUSSION / BACKGROUND
The County determined that it is necessary to obtain a consultant to assist the Board of Supervisors in providing training on effective governance. The scope of work includes individual discussions with each Board member as well as a good governance workshop with the full Board of Supervisors which is scheduled in January 2021. BK Consult has represented to the County that they are specially trained, experienced, and competent to perform the special services required, and has provided these services to the County in the past.
This contract is retroactive due to an immediate governance concern that was raised by one Board member and the Chief Administrative Officer felt it was essential that BK Consulting speak with that individual at the time of the concern rather than wait until the contract was fully executed.
ALTERNATIVES
The Board could decide to not approve this retroactive agreement. If the agreement is not approved, BK Consult would not be paid for services completed to date and it would delay the training.
