Sheriff's Office recommending the Board:
1) Adopt and authorize the Chair to sign Resolution 006-2021 approving the acceptance of grant funds from the California State Parks, Off Highway Vehicle (OHV) Division Grant Program in the amount of $119,954 for law enforcement services on the Rubicon Trail and OHV areas within El Dorado County; and
2) Approve and authorize the Sheriff to sign the Off-Highway Vehicle (OHV) Grant Project Agreement G19-03-07-L01 in the amount of $119,954 with the California Department of Parks and Recreation for the term September 6, 2020 through September 5, 2021
FUNDING: OHV Grant Funds of $119,954 and a 25% required match from the Sacramento Municipal Utility District Upper American River Project Federal Energy Regulatory Commission Special Revenue monies for a total of $160,038.

DISCUSSION / BACKGROUND
The Sheriff's Office has received this grant funding since 2001. This funding has allowed Sheriff's law enforcement to address and mitigate several issues on the Rubicon Trail over the years. For a period of time, the Rubicon Trail was not a family friendly environment; however, due to increased law enforcement presence, users have noticed a positive change in the environment and culture, and the Trail is once again a safe place for families to enjoy.
The grant funding is used to fund a portion of a Sergeant position as well as two deputies’ salaries and benefits. Grant funding is also used to purchase equipment and supplies to support law enforcement services on the Rubicon Trail and OHV areas within El Dorado County.
The Sheriff's Office was awarded the grant for the term September 6, 2020 through September 5, 2021 in early January 2021.
The initial grant application request was for approximately $448,853 to fund the Sheriff’s Office OHV program, but the award amount is for $119,954. Acceptance of these grant funds requires a 25% match, for this grant cycle which is approximately $40,084 for a total estimated grant amount of $160,038. On average the OHV program costs are an estimated $200K to $220K. The Sheriff's Office utilizes an estimated $90K to $110K of El-Dorado Sacramento Municipal Utility District (SMUD) Cooperation funds for the grant match and for the actual costs of the OHV program not covered from monies received from the California State Parks, Off Highway Vehicle (OHV) Division Grant Program Agreement.
On December 18, 2012, the Board created a Special Revenue Fund for the El-Dorado Sacramento Municipal Utility District (SMUD) Cooperation Agreement funds. The funds were to be used to fund multiple programs on the Rubicon Trail for several County departments. The Sheriff's Office requested and received these funds to partially offset its Fiscal Year (FY) 2014/2015, FY 2015/2016, FY 2016/2017, FY 2017/18, FY 2018/19 and FY 2019/20 Rubicon patrol law enforcement activities costs.
ALTERNATIVES
Failure to include a resolution, submit the acceptance, and provide matching funding will result in the loss of grant funds for Rubicon patrol law enforcement activities.
