DISCUSSION / BACKGROUND

The U.S. 50 / Bass Lake Road Eastbound Ramp Signalization Project (Project) will construct a traffic signalized intersection at the intersection of U.S. 50 eastbound off-ramp and Bass Lake Road in El Dorado Hills.  The Bass Lake Hills Specific Plan Phase 1a Final Map Supplemental Traffic Analysis dated December 2017 advises that this location meets the conditions for installation of a traffic signal.  There has been increased traffic due to growth in housing and population near that area and traffic is backing up onto U.S. 50.  The Department of Transportation (Transportation) conducted a traffic analysis and determined that the signal was an appropriate solution. 

 

The Freeway Maintenance Agreement Bass Lake IC ED 50 PM R3.23 (Agreement) with the California Department of Transportation (Caltrans) supersedes the previous agreement dated March 1, 1965 and defines the maintenance responsibilities of each party for the area shown in Exhibit A of the Agreement. The 1965 agreement defined maintenance responsibilities at the US 50/Bass Lake Road interchange for the bridge, the ramps, and Bass Lake Road.  This proposed Agreement makes no significant changes to either party’s responsibilities for these areas, but it adds the standard agreement language that is used at other locations in El Dorado County that have recently received new traffic signals in Caltrans right of way (e.g., SR 49/Patterson Drive, US 50/Silva Valley Parkway, etc.).  The proposed Agreement will require Caltrans to maintain the signal system, the associated hardware and appurtenances, and the signal timing. 

 

ALTERNATIVES

The Board could choose to not approve the Agreement.  Transportation will work with Caltrans to revise the Agreement as directed by the Board and return at a later date.

 

PRIOR BOARD ACTION

March 1, 1965 Resolution 57-65 approving the Freeway Maintenance Agreement.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel has approved the Agreement.

 

CAO RECOMMENDATION / COMMENTS

Approve as recommended.

 

FINANCIAL IMPACT

There is no financial impact or change to Net County Cost associated with this item, as the project costs would be paid by developer funds and Traffic Impact fees. The County will be responsible to pay for all signal system energy costs, which Transportation staff estimates to be less than $1,000 per year. Funding for payment energy costs will come from the Road Fund. The Project is included in Transportation’s 2020 Capital Improvement Program, which was approved by the Board on June 09, 2020, Item 54, Legistar 20-0675.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on two (2) originals the Agreement.

2) The Clerk of the Board will forward all originals of the Agreements to Transportation, Headington Engineering, attention John Kahling, for further processing.
