Sheriff’s Office and District Attorney’s Office recommending the Board approve and authorize the Chair to sign Agreement for Services 5496 with John Riboni’s Sport Dog Training for police dog training for a retroactive term of January 21, 2021 through January 20, 2026 in the amount of $150,000.

DISCUSSION / BACKGROUND

There are approximately 4 canine teams in the Sheriff’s Office and 1 in the District Attorney’s Office that participate in monthly maintenance training program with John Riboni.  These trainings provide both the canine and the handler with skills, experience, and confidence to effectively work together as a team. 

 

John Riboni also provides a 6-week basic training course and a 6-week narcotics course on an as needed basis dependent upon the addition of new canine/handler teams or the need for advanced skills.

 

The length of this contract provides for continuity in services beneficial to all of the canine teams in both the Sheriff’s Office and the District Attorney’s Office.  Additionally, the length of the contract is economically beneficial to the County since it provides consistent pricing for a five (5) year time span.

 

The retroactive nature of this contract is due to a FENIX system issue where this contract was a countywide one and as such did not appear on the Sheriff’s Office contract expiration report. This service is crucial and ongoing on a monthly basis for both the Sheriff’s and District Attorney’s Offices. To avoid a break in service, we are requesting a start date retroactive to January 21, 2021. In the future, the Sheriff’s Office will check both the department and countywide contract expiration reports.

 

ALTERNATIVES

Not approving this contract would eliminate training which would cause a decline in effectiveness of our canine teams.

FINANCIAL IMPACT

No Change to Net County Cost.  The expenses are budgeted in the Sheriff’s and District Attorney’s annual operating budgets and will continue to be for each fiscal year that is included in the length of this agreement.

Return one fully executed original Agreement for Service to the Sheriff’s Office for distribution.
