Fiscal Impact/Change to Net County Cost:
The construction phase of the Durock Road/Business Drive Intersection Signalization Project (Project) is funded through the 2004 General Plan Traffic Impact Mitigation (TIM) Fee Program.  The County and El Dorado County Transportation Commission will be jointly submitting the Project for consideration in the upcoming State and Local Partnership Program (SLPP) grant competition. The estimate for this pre-construction preparatory work is $160,000.  There is no net cost to the County General Fund associated with this agenda item.
 
Reason for Recommendation:
This Project was approved and the Mitigated Negative Declaration was certified by your Board on June 5, 2007.  This Project is included in the Ten-year Capital Improvement Program for FY 2008/09 through FY 2017/18 as Project # 73354.
 
This project is an operational and safety project to install a traffic signal at the intersection of Durock Road and Business Drive, and includes widening improvements on Durock Road between Shingle Lime Mine Road and Via Del Gatos to add turn pockets and bicycle lanes.
 
The SLPP grant funding may not be determined until early 2010.  Advertising the project prior to the authorization of grant funding would render the project ineligible.  Therefore, the Transportation Department (Department) is delaying the advertisement of the project until the determination or authorization of grant funding is received.   However, the Department requests to advance portions of work by the Department's Maintenance Division to facilitate construction in spring 2010.
 
The Department has performed extensive coordination with El Dorado Irrigation District (EID), Pacific, Gas & Electric (PG&E), and American Telephone & Telegraph (AT&T) regarding replacement or relocation of their facilities located in the Project area; which is scheduled to begin in September.  In order to facilitate these required utility relocations, the Department needs to advance the grading work, including erosion control, north of Durock Road for the PG&E pole relocation. This preconstruction work will allow all of the utilities to be relocated prior to construction of the project.
 
Additionally, this Project will benefit from the use of a temporary detour through Barnett Business Park.  Durock Road has an Average Daily Traffic (ADT) of 7,744 vehicles per day.  The proposed temporary detour, utilizing Shingle Lime Mine Road, Dividend Drive, Trade Way, Business Drive and Product Drive, provides the greatest public safety, public convenience and cost-savings for the staged construction.  The owner of Barnett Business Park, KFRD Investments, Inc, will be required to complete their work, including the final paving of the public roads, per the Subdivision Improvement Agreement prior to the public's use of the temporary detour.  Temporary right of way and construction easements have been secured for the use of Shingle Lime Mine Road, a private road, and an extension of Dividend Drive.  Road surface repairs are necessary to allow Shingle Lime Mine Road to be used for this purpose.  
 
Public Contract Code, Section 20395(c) provides Board discretion to authorize the work by letting contracts for bid to the lowest responsible bidder or by purchasing the material and having the work performed by day labor (County staff), in which case advertising for bids is not required.  The purchase of materials and use of County staff to perform day labor is recommended for the grading work required for the utility pole relocation and detour road surface repairs.  Equipment rental will also be required to complete this work by Department's Maintenance Division.
 
Action to be taken following Board approval:
1. The Director of Transportation will approve temporary road closures and detours to accommodate construction staging.
2. Department will perform preliminary work for utility pole relocation and/or detour road surface repairs at the earliest possible date using County staff/maintenance workers as day labor.
