Background:
The Procurement and Contracts Division of the Chief Administrative Office conducted a Request for Qualifications (RFQ) process for the Department of Transportation (Department) in November 2007, which included an outside reviewer.  Environmental Stewardship & Planning, Inc. (ESP) was ranked one of the top five consultant firms in the environmental services category.
 
In May 2009, the Department received concurrence from the Procurement and Contracts Division of the Chief Administrative Office that a competitive selection process occurred and that the selection process has not expired.  The outside reviewer concurs that ESP is qualified and able to perform the environmental review services. This Agreement is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.
 
The El Dorado County Employees Association, Local #1, has been informed of this proposed Agreement.
 
Reason for Recommended Action:
The Department's Capital Improvement Projects (CIP) Program includes a range of projects with a resultant range of environmental issues.  The varied environmental issues associated with these projects require specialty skills not available within the Department.  The Department has found that having several environmental consulting firms on call provides the necessary versatility and availability to successfully handle the fluctuating workload.
 
ESP has a substantial amount of experience assisting jurisdictions with environmental review and public scoping associated with complex capital projects, including extensive experience with El Dorado County. The Department has previously utilized ESP in support of the CIP Program and generally in support of other County activities and has found their performance to be exemplary.
 
Action to be taken following Board approval:
1) The Board Clerk will have the Chairman sign two (2) originals of Agreement for Services #AGMT 09-52632 with Environmental Stewardship & Planning, Inc.
2) The Board Clerk will forward one (1) original fully-executed Agreement to the Department of Transportation for further processing.
