Fiscal Impact/Change to Net County Cost: The amount available for Fiscal Year 09/10 is $750,000.  
 
Background: Solid waste disposal can adversely impact Californians in many ways. Properties on which solid waste disposal occurred can lose economic value and create public health, safety and environmental problems.  Many such properties have been abandoned or have owners who are unable or unwilling to pay the costs of cleanup. This program provides financial assistance in the form of reimbursement grants to help public entities accelerate the pace of cleanup, restore sites, and turn today's problems into tomorrow's opportunities.
The State of California enacted Assembly Bill 2136 that authorizes the California Integrated Waste Management Board to initiate and administer a program for cleanup of solid waste disposal sites and for cleanup of solid waste at codisposal sites where the responsible party either cannot be identified or is unable or unwilling to pay for timely remediation, and where cleanup is needed to protect public health and safety or the environment.
 
Reason for Recommendation: The Meyers landfill site may be eligible for this Matching Grant Program.  The Environmental Management Department would like to apply for the Grant and seek financial assistance related to the construction of the cap system, french drain and landfill gas emission control system for Operable Unit 1.  Eligible remedial actions include, but are not limited to:  
 
(i)      Waste removal and disposal;
(ii)            Security measures such as fences, barriers, and warning signs;
(iii)      Site grading and drainage controls to minimize erosion;
(iv)            Slope and foundation stabilization;
(v)            Excavation, consolidation, and capping of waste areas;
(vi)            Installation of landfill gas and leachate control systems;
(vii       Field and laboratory testing; and
(viii)    Health and safety measures required for eligible project work.
 
This Grant is a competitive Grant and eligible applications will be ranked.  Applications receiving a passing score will be recommended for funding.  Grant recommendations will be according to passing applicants in rank order (highest passing score to lowest passing score) until funds are exhausted.

Action to be taken following Board approval:  Upon execution by the Chair, the Board Clerk's Office will forward the resolution to Environmental Management for submittal with the grant application.
