Fiscal Impact/Change to Net County Cost: No change.
This Contract Amendment reflects funding reductions of $75,405 to the Alzheimer Day Care Resource Center, $183,001 to the Linkages program, $6,477 in Respite funding and an increase of $6,463 to the Ombudsman program.  The Department's budget will be adjusted during the Addenda process.  There is no County cash match requirement associated with the CBSP funding streams.
 
Reason for Recommendation:
On May 12, 2009 the Board of Supervisors adopted Resolution 096-2009 authorizing the execution of Contract AP-0910-29 in the amount of $1,215,025 in federal and state funding for provision of Older Americans Act and Older Californian's Act senior services and State Community Based Service Programs (CBSP) during FY 2009-10.  The Amended 2009-10 State Budget Act signed by the Governor on July 28, 2009, eliminated the State General Fund allocation for CBSP effective September 30, 2009.  Funding for these programs has been reduced by approximately 75% for FY 2009-10, and all funding has been eliminated for FY 2010-11.  The continuation of funding through September 30, 2009 is intended to allow for notification to clients and winding down of program operations.  
 
El Dorado County Department of Human Services programs affected by this funding reduction include the Alzheimer Day Care Resource Center (ADCRC), which provides a specialized day program for individuals with Alzheimer's disease or related dementias, the Linkages program, which provides case management services to eligible elderly and disabled adults through referrals to available community resources and Respite, which provides relief respite services to individuals caring for a family member in their home.  On August 25, 2009, the Board adopted a resolution amending the Department's authorized Personnel Allocation, deleting 2.0 Care Management Counselor I/II positions to address this reduction in available grant funding.  Staff hours have been reduced in the Senior Day Care/ADCRC Program, and other staff will be reassigned to funded programs to further accommodate the loss of CBSP revenues.  
 
Amendment 1 to Contract AP-0910-29 also allocates Special Deposit Fund (Federal Citations Penalty Account) funding in the amount of $6,463 for the Ombudsman to restore some of the funding cut from this program during FY 2008-09.  At present, this funding is not expected to continue past FY 2009-10.  
 
Action to be taken following Board approval:
Board Clerk to provide Human Services at Briw Road with three (3) certified resolutions and five (5) copies of Amendment 1 to Contract AP-0910-29 signed by the Chairman.
Human Services to distribute as appropriate and return one (1) fully executed copy to the Board Clerk.
