Fiscal Impact/Change to Net County Cost:  There is no change or impact to net county cost.  The funds paid out of the emergency/revolving fund are reimbursed by the Victim Witness Compensation and Government Claims Board.
 
Background: This grant opportunity is available every three years for a three year term.  The El Dorado County Victim Witness Claims Program has participated in the emergency fund since     FY 00/01.  This program allows for victims to receive financial assistance from the county for certain qualifying expenses related to a crime.  In recent years funds have been provided for funeral/burial costs, emergency relocation, home security and/or crime scene clean up.
 
Reason for Recommendation:   There was a delay in applying for the grant, therefore, the term is retroactive to July 1, 2009 thru June 30, 2011.  By signing the Standard Agreement and Certification, El Dorado County is able to participate in a coordinated effort with the VCGCB to provide financial assistance on an emergency basis to victims.  
 
Action to be taken following Board approval:  Board Chair to sign the attached Resolution with certification by the Clerk of the Board of Supervisors.  District Attorney will then sign the Certification and Standard Agreement and forward to the VCGCB.
