Fiscal Impact/Change to Net County Cost:
The Agreement is funded by the Social Services allocation with required County match met primarily with non-General Fund resources. The Department of Human Services has included funds for this expense in their FY 2009-10 budget and will include appropriate funds in the FY 2010-11 and 2011-12 budgets. There is no change to Net County Cost associated with this agreement.

Background:
The Department of Human Services has leased this area since 1999 for the purpose of providing overflow parking and placement of two storage units. A new agreement was approved by the Board of Supervisors in September 2008 to continue to lease the overflow/storage spaces. The immediate need for additional parking is essential for the function of the programs that are housed in the facility.

Reason for Recommendation:
The Department of Human Services has expressed their need for additional parking due to the high volume of client intake and the relocation of the One Stop Resource Center, which requires public parking.
