Fiscal Impact/Change to Net County Cost: The not-to-exceed amount of this Agreement is $100,000. There is no Net County Cost associated with this Agreement.

Reason for Recommendation: Sacramento Children’s Home is a Level 12 children’s group home. The funding for residential services is provided under a separate agreement between the vendor and the Department of Human Services. This contract provides for specialty mental health services to the seriously emotionally disturbed youth placed in this facility.

The County has had children continually placed in this facility since the previous fiscal year and prior to the expiration of the previous contract on June 30, 2009. Department efforts to renew this Agreement began in early Spring of 2009; however, significant revisions were required to sections of the County's standard contract and attachments for these mental health services. Components of the delay were: additional research and communications with County Counsel to ensure correct code references; time to ensure internal review/approval processes were followed; compaction with final year end fiscal processes; and time for contractor to review, sign, and return.
