DISCUSSION / BACKGROUND

On December 2, 2020 (Item 5) the Board approved Agreement 5303 with BK Consult for facilitating an effective governance Board study session.  The Board of Supervisors worked with Ms. Kavanaugh in Fiscal Year (FY) 2018-19 to develop a customized El Dorado County Governance Handbook and Effective Governance Assessment tool.  On January 11, 2021, the Board held a workshop with BK Consult to review and discuss effective governance practices as outlined in the El Dorado Governance Handbook which resulted in modifications being made to several of the Board governance protocols. At the conclusion of this workshop the Board asked that staff schedule a follow-up workshop with Ms. Kavanaugh for the primary purpose of reviewing how the new Board of Supervisors is performing relative to the overall governance of the County.

 

BK Consult provides effective governance training, meeting facilitation, organizational development, and strategic planning.  Ms. Kavanaugh has over thirty years’ experience in business and brings a diverse management background to her work. Her professional experience includes governance consultant/trainer, human resource director, community health center executive director, and small business owner. Ms. Kavanaugh worked with the California School Boards Association as a governance consultant from 1999 to 2012 and engaged with over 350 school district leadership teams to strengthen their leadership skills and organizational effectiveness.

 

In FY 2014-15, the Yolo County Board of Supervisors engaged the services of BK Consult for the purposes of facilitation of several special sessions and, in concert with the Board and county staff, development of materials for a customized Governance Handbook.  Upon review of the Yolo Board's Governance Manual discussions between the El Dorado County Chief Administrative Officer and Yolo County Chief Administrative Officer regarding Yolo County’s governance process, and after several teleconferences and in person meetings with the consultant (BK Consult) in March of 2017, staff felt confident in moving forward in recommending the Board proceed with an agreement to begin the process of creating a customized governance model for the El Dorado County Board.
