DISCUSSION / BACKGROUND

With funds made available through the California Victim Compensation Board (CalVCB) and in accordance with CalVCB Standard Agreement S20-010 (reference Agenda File 20-0766), the District Attorney's Office maintains a designated "Funeral Burial/Domestic Violence Revolving Fund" to pay emergency expenses for victims in the following categories: funeral/burial, relocation, crime scene clean-up and emergency losses.

 

With funds made available through CalVCB Standard Agreement S21-010, the District Attorney's Office is provided grant funding to staff positions dedicated to processing payments for victims of crimes.  This program provides funding for 1.0 FTE Victim Witness Program Specialist, 0.8 FTE Office Assistant and 0.15 FTE Program Coordinator, as well as standard operating expenses.

 

ALTERNATIVES

Should the Board opt not to approve the acceptance of the CalVCB funding for the next grant cycle; the District Attorney’s Office will not be able to support their participation in the Revolving Fund Program.

 

PRIOR BOARD ACTION

Legistar 20-0766, June 23, 2020 - Board approved resolution 101-2020 authorizing the District Attorney to execute the CalVCB Standard Agreement S20-010 and Certification for continued oversight and management of the Funeral Burial/Domestic Violence Revolving Fund for the term beginning July 1, 2020 through June 30, 2023.

 

Legistar 18-0727, May 22, 2018 - Board approved resolution 094-2018 authorizing the District Attorney to execute the CalVCB Standard Agreement VC-8046 and Certification for the grant period of July 1, 2018 through June 30, 2021.

FINANCIAL IMPACT

There is no change to Net County Cost. The increase in revenue and appropriations will be included in the department’s FY 2021-22 budget during the Adopted Budget process
