DISCUSSION / BACKGROUND

As a continued effort to engage in evidence-based practices as the standard for programs and services, Noble Software Group’s (Noble) current contract provides for licensing for the Noble Assessment Platform. The Assessment Platform provides numerous juvenile and adult risk and needs assessments, all of which are evidence-based. These fully validated assessment tools provide a foundation to identify an offender's risk to community safety and address offender’s needs, based on their risk of reoffending and addresses the underlying criminogenic needs to make sustainable behavioral changes for each offender while also providing a more consistent process to address offender’s needs. The Noble software is also used to satisfy data collection and reporting requirements.

Probation has identified the need to conduct two additional days of training for staff. In addition, there were unanticipated annual license costs for the contract year of November 1, 2020, through October 31, 2021. Due to these two factors, the Probation Department is requesting an increase in funding for Agreement 3408.

FINANCIAL IMPACT

Approved Juvenile Justice Crime Prevention Act (JJCPA) funding and Juvenile Probation Funding (JPF). There is no General Fund impact or increase to Net County Cost.

1) Obtain signature of Chair on two (2) originals of Amendment I to Agreement 3408.

2) Forward one (1) fully executed document to the Probation Department for finalization and distribution to vendor.
