DISCUSSION / BACKGROUND:
On March 18, 2021, the Health and Human Services Agency (HHSA) Director, Don Semon, signed a letter addressed to Anthem Blue Cross (Anthem) requesting a $15,000 donation from Anthem to implement several projects for the Behavioral Health Division (BHD). The projects include updating the BHD waiting areas in Diamond Springs and South Lake Tahoe as well as updating signage, development of program description brochures, and development of welcome kits for clients and their families. BHD is also requesting the assistance of Anthem’s marketing team to develop logos and colors for signage and brochures in a future marketing campaign. The described projects will provide a culturally sensitive and welcoming environment, as well as make BHD offices easy to locate. A check in the amount of $15,000, and a letter addressed to BHD dated April 29, 2021, has been received from Anthem which asks BHD to accept the donation for the purpose of funding programs within the department to support expanding access to members within the community.

In accordance HHSA Policy B-HH-004, “Accepting Donations,” approved by the Board on March 25, 2014, the HHSA Director has the authority to accept donations up to a threshold of $5,000, therefore, this donation of $15,000 requires Board approval. Upon approval, HHSA will deposit the funds and distribute to BHD as appropriate.

ALTERNATIVES:
The Board may direct HHSA to decline the donation.
