DISCUSSION / BACKGROUND

On November 10, 2020, the Board approved the District Attorney's acceptance of the CalOES Child Abuse Treatment (AT) Program. The purpose of this program is to provide comprehensive psychotherapy services to children victimized by abuse and/or neglect. This grant funds Agreement 5316 with HOPE Counseling to provide services to child victims of crime.

 

On December 15, 2020, the Board of Supervisors approved Agreement 5316 to provide one full-time equivalent Psychotherapy Clinician(s) to work specifically with child abuse victims and their families (secondary victims) by providing trauma-informed mental health services. Agreement 5316 originally allocated $3,000.00 for grant program related training and travel costs. The three Psychotherapy Clinicians who provide services through our partnership are looking to attend training for Certification in Parent Child Interaction Therapy (PCIT), which is an evidence-based treatment for children 2 to 7 years of age with social, emotional, and behavioral challenges. The total estimated cost of this certification for all three clinicians is $9,000. Having this Certification provides enhanced services through our Child Advocacy Center and Victim Witness Unit for the children and families served.

 

ALTERNATIVES

Should the Board decline to approve the agreement, the HOPE Counseling team will not attend the PCIT training. The District Attorney's Office will lose the opportunity to utilize the grant funds and provide enhanced treatment to the victims of child abuse.

FINANCIAL IMPACT

There is no change to Net County Cost associated with the AT HOPE agreement and amendment. The CalOES grant award completely funds Agreement 5316 and its subsequent amendments.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

Upon approval, Clerk of the Board to obtain the Board Chair's signature on one copy of Amendment I with HOPE and return a certified copy to the Chief Administrative Office, Central Fiscal Unit, Attention: Gina De Martini-Kuhns.
