Chief Administrative Office, in conjunction with the Sheriff and Public Health Officer, recommending the Board adopt and authorize the Board Chair to sign Resolution 070-2021, terminating the following two March 2020 Board of Supervisors resolutions that ratified coronavirus-related health emergencies:
1) Resolution 051-2020, which ratified the Declaration of a Local Health Emergency by the Public Health Officer; and
2) Resolution 052-2020, which ratified the Proclamation of a Local Emergency by the Director of the Office of Emergency Services (Sheriff).

DISCUSSION / BACKGROUND
On March 12, 2020, the El Dorado County Health Officer declared a Local Health Emergency pursuant to California Health & Safety Code Section 101080, to ensure appropriate resources and funding would be available to the County in its response to COVID-19. Also on March 12, the El Dorado County Sheriff, in his capacity as Director of the Office of Emergency Services, pursuant to Government Code Section 8630, proclaimed a local emergency based on conditions relating to the COVID-19 pandemic.
The Resolutions ratified March 17, 2020, by the Board of Supervisors said that the two emergencies - the Local Emergency and the Local Health Emergency - would continue in effect until terminated by the Board. While ending the emergencies is now an appropriate step for the Board of Supervisors to take, in the event that case rates or any other relevant metrics begin to significantly worsen, the emergencies may always be reinstated.
ALTERNATIVES
The Board may choose to allow the Local Health Emergency and/or the Health Emergency to remain in effect.

FINANCIAL IMPACT
There is no direction financial impact associated with rescinding the emergency declarations. The financial risk of ending the emergency declarations is the County will not be able to claim cost reimbursement from the Federal Emergency Management Association (FEMA) from the time the declarations are rescinded. At this time the County is not performing any functions that would qualify for reimbursement so this is not a significant risk. If conditions worsen to the point the County determines the need to reopen the Department Operations Center or the Emergency Operations Center, staff would likely return to the Board to reinstate emergency declarations so that the County would be eligible for FEMA reimbursement.
