DISCUSSION / BACKGROUND
On March 8, 1988, the Board formed Blanchard Estates Zone of Benefit by Resolution 66-88 for the purposes of providing certain road, drainage facility, and landscape maintenance thoughout the affected area. On June 21,1988 the Board approved Resolution 181-88 for the fiscal year 1988-89, for zone operations to be funded through a benefit assessment of $1,248 on each parcel within the zone.

Resolution 243-89 approved by the Board on July 25, 1989 established an assessment in the amount of two hundred and eighty dollars ($280) per parcel for the purpose of providing road maintenance services, drainage maintenance services and landscape maintenance services within the zone of benefit for the fiscal year 1989-90.

The Policy and Procedure Guidelines for Creation and Administration of Zones of Benefit within a County Service Area (Guidelines), amended version adopted June 2, 1987, provided for the zone advisory to make recommendations regarding the level of the annual assessments to be placed on the tax roll.

Prior to November 6, 1997 the effective date of Articles XIIIC and XIIID of the California state constitution, also known as Proposition 218, the zone of benefit advisory committee recommended an assessment/service charge be continued to fund zone operations at $280 per parcel.
