DISCUSSION / BACKGROUND

On August 27, 2019, the Board approved the transfer of the Ambulance Billing function from the Health and Human Service Agency to the Chief Administrative Office (Legistar #19-1241). The transfer of the Ambulance Billing function was completed effective January 1, 2020.

The Board adopted Resolutions 186-2015 and 187-2015 on November 17, 2015, establishing the current rate schedule for ambulance services (Legistar #10-0415). The resolutions provide for an annual increase based on an average of the US Medical Care Services and the San Francisco-Oakland All Items indices of the Federal Bureau of Labor Statistics Consumer Price Index. Additionally, the resolutions designated the Health and Human Services Agency as the department responsible for management of the billing and collections for ambulance services. The recommended resolution amends the current resolutions to update the department responsible for management of the billing and collection to the Chief Administrative Office, consistent with the Board's prior direction and current practice.
