DISCUSSION / BACKGROUND

Historically, in order to increase collaboration and communication with other local government agencies, El Dorado County has identified two members of the Board of Supervisors to meet with elected representatives of those government agencies, along with the City Manager/Executive Director, the Chief Administrative Officer and other staff as appropriate depending on the subject matters being discussed.

 

On July 1, 2021, the City of Placerville requested the County to identify two members of the Board of Supervisors to discuss issues relative to homelessness within city limits with two members of the Placerville City Council.  The representatives from the City of Placerville will be Mayor Dennis Thomas and Vice-Mayor Kara Taylor. 

 

Prior to January 2021, the Board of Supervisors had appointed former Supervisor Veerkamp and Supervisor Novasel to serve in this capacity and represent the County in these '2x2' discussions.  Since the beginning of 2021 County and City staff felt the formal appointment of elected officials from the County and City was not necessary until a specific subject matter warranted these discussions.  Considering the community wide impact of homelessness, staff now believe a '2x2' format is warranted and necessary.

 

ALTERNATIVES

The Board could choose not to appoint two Board members for this purpose and have these issues discussed at the staff level.

 

PRIOR BOARD ACTION

As indicated above, the Board previously appointed Supervisor Novasel and former Supervisor Veerkamp to serve in this capacity.
