DISCUSSION / BACKGROUND

Beatty Drive:
Department of Transportation, Maintenance and Operations Division (Transportation) initiated the study due to a request from a resident, who was representing the Promontory Home Owners Association, at the January 6, 2021, Traffic Advisory Committee (TAC) Meeting. The resident expressed concerns regarding loitering and unlawful activities in and around what is commonly referred to as "Heaven" which has increased since COVID-19 began in early 2020.

Transportation has been conducting site visits since 2014 to observe and document parking conditions. In May 2015, Transportation placed approximately 600 feet of red curb on Beatty Drive, per the Sheriff's Office request. In 2017, TAC heard a request from MJM Properties to place additional "No Parking" from the "existing red curb" limits westerly to Alexandra Way. TAC temporarily denied the request in favor of the Engineering and Traffic Survey and for MJM Properties to add night security guards and place No Trespassing signs on the "Heaven Property." California Highway Patrol mentioned at the 2017 TAC meeting to contact them if vehicles were blocking the road or loitering in the streets.

California Vehicle Code (CVC), Division 11 "Rules of the Road," specifically Chapter 9 "Stopping, Standing and Parking," Section 22500 through 22526, allows local authorities to establish Stopping, Standing or Parking Restrictions on County Roadways.

Based on the study, the following recommendation was approved by the West Slope Traffic Advisory Committee at a meeting held on May 19, 2021:
